On the Special Coordination Centre under the JCC on Interaction between
the Law-enforcement Bodies in the Zone of
the Georgian-Ossetian Conflict
The Georgian and South Ossetian Parties, jointly with the Russian
Federation, the Republic of North
Ossetia-Alania and with the participation of the OSCE
Recognizing the rights of every citizen to safe
residence in and return to the places of their earlier
residence,
Acting in compliance with the Agreement on the
Principles of Settlement of the
Georgian-Ossetian Conflict signed in Sochi on 24 June 1992, Regulations on the Joint Control Commission (JCC) signed on
31 October 1994, Memorandum on
the Measures Ensuring Security and Strengthening Mutual Confidence between the
Parties in the Georgian-Ossetian Conflict of 16 May 1996,
Protocol on Interaction between Law-enforcement Bodies in the Zone of the Georgian-Ossetian Conflict signed in Java on
26 September 1997, Resolution of the 10th Meeting of the JCC of 23 July
1999,
Confirming their adherence to accord between
nations, peace, provision of security and observance
of human rights,
Expressing their readiness to ensure security of
the returning refugees and forcibly displaced persons to the places of their
earlier permanent residence and to suppress illegal
activities,
Have agreed to establish a Special
Coordination Centre for Interaction between the Law-enforcement Bodies in the Zone of the Georgian-Ossetian Conflict.
1. The main functions of the Special
Coordination Centre shall be as follows:
1.1. Coordinate efforts of the relevant bodies of the
Parties aimed at preventing and
suppressing illegal activities
in the zone
of the Georgian-Ossetian Conflict;
1.2. Elaborate and implement joint activities to
combat criminality in close interaction with the JPF
command;
1.3. Organize
measures for the voluntary handover of arms, ammunition and explosives;
1.4. Assist in carrying out search
operations to investigate grave crimes including those committed during
the past years;
1.5. Elaborate and implement joint targeted programmes to combat organized
crime, drug-dealing, smuggling,
counterfeiting, hostage-taking and stealing of cars;
1.6. Hold meetings, not iess than once a month, on current issues concerning operations with the participation of all
the Parties;
1.7. Analyze
the operational situation and exchange information
1.8. Submit a report to the JCC plenary meeting
describing the executed work
2. The Composition of the Special Coordination
Centre:
2.1. The Special Coordination Centre
shall comprise plenipotentiary
representatives of the executive
governments of the central authorities of
the Georgian and Ossetian Parties. Special Coordination Centre shall work in dose collaboration with the JPF
command.
2.2. Each Party shall appoint, from its
plenipotentiary representatives, a
co-chairman of the Special Coordination Centre.
2.3. Plenipotentiary representatives shall be
authorized to take decisions
on law enforcement matters.
2.4. The plenary meeting shall be chaired by the
leader of the hosting
party
2.5. To implement resolutions of the Special
Coordination Centre the Permanent
Representatives Council of the Parties shall be established with the following bodies subordinated to it:
search and operations group, group
for organizing interaction between
law-enforcement bodies
of the Parties, data processing Centre (see Appendix 1) SCC and its bodies shall be located in the JPF Joint Staff.
2.6. The
Special Coordination Centre shall work out and submit to JCC for
approval the JCC Regulations concerning its structural sub-units.
2.7.The Regulations
regulating interaction between law-enforcement bodies in the Georgian-Ossetian Conflict zone shall
enter into force upon its
signature.
