APPEAL TO THE PARLIAMENT AND THE GOVERNMENT OF GEORGIA TO THE PEOPLE’S DEPUTIES OF SOUTH OSSETIA

The Soviet Federal Republic of Russia, concerned about maintaining the historical ties and the mutual support of the peoples of Russia and Georgia, expresses its dismay with the situation established in South Ossetia.

We respect the sovereignty of each nation and we have no right to provide the others with the advice how to build their nation-house.  We just would like to find through the joint effort the solution at this dramatic time of this country, to maintain self-observance, common sense and wisdom in order to find the ways out.  The sovereignty of one nation may not jeopardize the national dignity and the rights of others.

Even the most difficult interethnic problems may be solved if the interested parties are going to listen to each-other; if they withdraw from the arsenal of dispute the measures causing the sorrow, tears and casualties.

The Supreme Council of the Russian SFSR finds that application of force, which has caused casualties in South Ossetia, may take irreversible nature – accompanied with all possible consequences.  The situation is even more serious, as it has an impact on the environment in the North Caucasus and makes it considerably difficult.

The distinguished elected representatives of the peoples of Georgia and of South Ossetia!

We call upon you to make all possible steps for stopping the fratricidal war.  We call upon you to show self-observance and mutual regard and start the talks and pursue together the way, which will take you to the reconciliation temple and to the joint solution of the matured national problems.

The Supreme Council of the RSFSR
