RESOLUTION ISSUED
BY THE CONGRESS OF THE PEOPLE’S DEPUTIES OF THE RUSSIAN SOVIET FEDERATIVE
SOCIALIST REPUBLIC on the Situation in the South Ossetia
Due
to the tragic events in the South
Ossetia, the Congress of the People’s Deputies of the
RSFSR:
1.
Addresses to the Supreme Council of the Republic of Georgia to
restore the status of the South Ossetian Autonomous Oblast and all structures
of state authority.
2.
Addresses to the Supreme Council and the Cabinet of Ministers of the Republic of Georgia to
raise the blockade, return the refugees to their native dwellings, restore
normal functioning of the economy of the South
Ossetia and stabilize public-political situation in
the region.
3. In order to reach effective inter-ethnic consultation offers to the
Supreme Council of the Republic of Georgia to release from custody Chairman of the Oblast Council of the People’s
Deputies T.G. Kulumbegov and unlawfully detained other officials.
4.
To consider possible conclusion of the agreement between the RSFSR and the Republic of Georgia
after practical implementation of Articles 1,2,3 of
this Resolution.
5.
Expresses its solidarity to the people of the North Ossetian SSR. Stability and peace of this Republic, as the
part of the RSFSR, are secured by the Russian Federation.
6.
Addresses to the President of the USSR,
the Supreme Council of the USSR and
calls for the measures for the normalization of the situation in the South Ossetia and establishment of
necessary conditions to carry out the process of return of refugees to their places
of residence.
