FORCES OF THE JOINT CONTROL COMMISSION

I. Report by Major General V.N.
Nikolaev, Joint Peacekeeping Forces Commander in the zone of the
Georgian-Ossetian conflict (enclosed).

Resolved as follows:
To propose the following to the
Joint Control Commission:
1. Major General V.N. Nikolaev,
Joint Peacekeeping Forces Commander, to propose to the Joint Control Commission
for consideration a plan of staged reduction in the number of checkpoints and
posts of the Ossetian and Georgian peacekeeping forces.
2. To agree with the report of the
Joint Peacekeeping Forces Commander prepared for the regular meeting of
the Joint Control Commission.
3. The sides confirm that
establishment of military units (remilitarization) shall not be allowed in the
conflict zone.
4. The sides note with approval that as a demonstration of their goodwill the sides shall reduce the number of personnel in the battalion. 1 è 2 ìåá.

Resolved as follows:
The sides agreed the need of staged
transfer of the law and order maintenance function in the conflict zone from
the Peacekeeping Forces to law-enforcement bodies.
III. After exchanging opinions, the sides agreed to speed up
elaboration of a joint document on interaction of law-enforcement bodies under
Articles 4 and 5 of the Memorandum of 16.05.1996.
The Working Group proposed re-activating
the secretariat of the Joint Control Commission in Tskhinvali.
Resolved as follows:
For promptly addressing the issue,
with consent of the Working Groups, to authorize the Joint Peacekeeping Forces
Commander to be authorized to make decisions about location of checkpoints and
posts to be then approved by the Joint Control Commission.
The Working Groups to prepare
proposals about the peacekeeping forces beforehand for the JCC meeting.
Based on this protocol, to instruct
the Joint Command of the Peacekeeping Forces to prepare a project and a plan of
staged reduction of the number of checkpoints and posts.
