ATTACHMENT No 1. THE OSCE PROPOSALS

April 18, 2003.

1. To invite Mr. Richard Monk, Police Coordinator of the OSCE, to visit the conflict zone and to meet with the representatives of the law enforcement bodies of the both sides, to assess the effectiveness of activity of the Joint Coordinating Center and to recommend the improvements in the work of the body.

2. To send the police officers of the both sides to special courses on upgrading their skills to the school of the OSCE in Kosovo, so that they can get introduced to the operations of police forces in the post-conflict situation. It is also possible to organize courses on other issues, relevant to police activities, on the agreement of the both sides.

3. To send the three policemen-instructors to the Joint Coordinating Center for 2-3 weeks for instructing the police personnel of the JCC on issues, related to upgrading of effectiveness and readiness of the JCC.

4. To discuss the issue of dislocation of the office of the JCC.

5. To start the elaboration of the program, directed to increase of public awareness of the conflict zone regarding the importance of the JCC’s activities.

Proposal of the North-Ossetian side

taking into account the multitude of the committed crimes, committed by the citizens of the sides on the territory of the North-Ossetia and also the crimes, committed against the citizens of the North-Ossetia in the Georgian-Ossetian conflict zone and many instances of movement of the criminals from one territory to another,

It is proposed:  

To include in the composition of the JCC representatives of the Ministry of Internal Affairs of the Republic of North-Ossetia-Alania on implementing the coordination of the law enforcement activities and organizing the practical activities on investigating crimes, committed by criminal gangs, which have inter-regional ties.
