PROTOCOL No 6 OF THE MEETING OF THE AD HOC COMMISSION OF THE JCC ON
COOPERATION TO THE VOLUNTEER RETURN OF REFUGEES AND IDPs AS A RESULT OF THE
GEORGIAN-OSSETIAN CONFLICT TO THE PLACES OF THEIR FORMER PERMANENT RESIDENCE

Agenda

the sides on the conducted activities.

1. The floor was
taken by:
Kachmazov,
Gambashidze, Chochiev, Korotkov, Andrew, Lupan and Gobozov.
The sides informed
about the conducted work: on verification (check of verity and specificity) of
the lists of refugees and IDPs; on conditions, created by the sides for
providing the organization in the frame of “procedure of return of refugees and
IDPs as a result of the Georgian-Ossetian conflict to the places of their
former residence”, process of returning refugees and IDPs to the places of
their permanent residence; on coordination of efforts of the sides;
participation of the international organizations.
There was taken
note of the opinion of the sides about the incorrect statements, contained in the
certificate, prepared by the Georgian side of the ad-hoc committee of the JCC
and was adopted decision to refrain from such acts and utilization of the
suspicious information about the work by the sides.
There was activated
work of public-information center on settlement of the Georgian-Ossetian
conflict.
It was decided:
1. To underline the
achievement of the constructive cooperation in the frame of activities of the
ad-hoc committee of the JCC of the Georgian and North-Ossetian, also the
North-Ossetian and South-Ossetian sides.
2. To recommend to
the Georgian sides to discuss the possibility of introduction of amendments to
the normative and legal basis of the national legislation in the part of “Law
on citizenship” for IDPs and refugees, returning to Georgia after 2000, and also
in the realization of “the law on land: on regulations of land property after
the return of refugees in Georgia to their former residential places.
3. To recommend to
the sides to enhance the legal protection of the refugees and IDPs, returning
to their former residential places.
4. To recommend the
public-information center on settlement of the Georgian-Ossetian conflict to be
involved in the broad coverage of the activities of the JCC.
II. The floor was
taken by:

The Russian side
provided information on the draft of the Agreement between the Government of
the Russian Federation and the Government of Georgia on continuation and
development of cooperation in economic restoration in the zone of the
Georgian-Ossetian conflict and necessity to improve the assistance program on
return, settlement and integration-reintegration of refugees and IDPs, with
participation of the international organizations.
The international organizations
consider that this should not impede the continued spontaneous return of
refugees and IDPs to their former places of residence.
It was decided:
1. To recommend to
the working group of the JCC till ---- 1999 to work out the project of the
Program of returning, resettlement and integration-reintegration of refugees
and IDPs with involvement of the international organizations.
2. The sides shall
demonstrate the support to efforts of international organizations (including
UNHCR) and NGOs in realization of the social, economic and humanitarian
programs

shall take place in May of the current year in Tsinandali (Georgia)
