PROTOCOL # 35 OF THE CO-CHAIRMEN MEETING OF THE JOINT
CONTROL COMMISSION (JCC) ON GEORGIAN-OSSETIAN CONFLICT RESOLUTION
Tskhinval, 31 July 2004.
Agenda:
First priority measures to
de-escalate tension in the area of the Georgian-Ossetian conflict.
Resolution:
The meeting participants noted that
the current critical situation in the area of the Georgian-Ossetian conflict
could lead to disastrous consequences.
1. The sides shall take all measures
to prevent breach of the ceasefire.
2. With a
view of de-escalating tension in the conflict area, temporarily, until another
decision is made:
- a three-sided JPKF peacekeeping
post consisting of 3 militaries from each battalion and a military observer
from each side shall be positioned at the entrance to village Tamarasheni from
the Tskhinvali side, instead of the joint Georgian and South-Ossetian police
post, provided that the Tamarasheni-Kekhvi road section is unblocked within 3
days.
- In the settlement of Kekhvi:
à) the existing joint Georgian and
South-Ossetian police post shall be retained.
á) a joint three-sided JPKF peacekeeping
post shall be positioned, consisting of 4 militaries from each battalion and a
military observer from each side.
- the
Kekhvi-Tamarasheni road section shall be patrolled by JPKF together with the
JPKF military observers from the three sides.
- the sides
shall commit not to prevent peaceful movement of civilian population and
humanitarian goods along the existing
roads in the conflict area.
- Major-General S. Nabzdorov, JPKF
Commander, shall implement the above-listed decisions before 18:00, 1 August
2004, and identify the procedures for duty at the JPKF posts and patrolling on
the identified road section; also to inform the JCC Co-chairmen about the
implementation of these decisions.
- OSCE officers shall participate in
the monitoring in lines with their mandate.
