PROTOCOL # 33 OF THE SPECIAL MEETING OF THE JOINT CONTROL COMMISSION (JCC) ON GEORGIAN-OSSETIAN CONFLICT RESOLUTION

Agenda:

Current situation in the zone of the Georgian-Ossetian conflict and measures to overcome the crisis.

Resolution:

With regard to the critical situation in the conflict area and to the need of taking urgent measures to stop escalation of tension and prevent re-escalation of the armed conflict, the sides confirmed their intention to strictly follow the principle of peaceful conflict resolution, stressed the unacceptability of using coercive, economic or any other forms of pressure, pointed to the need for strictly complying with the achieved agreements, fulfilling commitments, avoiding any actions and statements that could destabilize the situation in the conflict zone.

They confirmed their commitment to the Joint Control Commission as the existing negotiating mechanism.

Particular attention was paid to considering concrete steps for normalizing the situation in the area of the Georgian-Ossetian conflict. In this regard, the sides resolved as follows:

1. to address the leadership of the sides with a request for immediate measures to prevent and avoid any coercive actions in the area of the Georgian-Ossetian conflict;

2. to immediately start implementation of decisions of the Extraordinary meeting of the JCC Co-chairmen of June 2 2004;

3. the sides to take all necessary actions to provide for unimpeded supply of  humanitarian aid for the conflict zone population, in line with existing agreements;

4. taking into account the tense situation in the Georgian-Ossetian conflict area, JCC to start working permanently in Tskhinvali for operative resolution of problems, until the situation is normalized;

5. to take note of the sides’ proposals for the draft resolution presented for further scrutiny at the JCC meeting on 14-15 July;

6. to call mass media of the sides to refrain from disseminating untrue and tendentious information about the situation in and around the area of the Georgian-Ossetian conflict.
