OF REFUGEES AND IDPS AS A RESULT OF THE GEORGIAN-OSSETIAN CONFLICT TO THE
PLACES OF THEIR FORMER RESIDENCE

Agenda of the meeting:
I.
Information of the sides on conducted work.
II.
On draft program of return, settlement and integration and re-integration of
refugees and IDPs, as a result of the Georgian-Ossetian conflict.
III.
On date and place of the next meeting of the ad hoc committee.
Agenda of the meeting:
I. It was decided:
1.
To take note of the conducted work.
2.
To indicate the insufficiently effective work of the sides on realization of
the provisions of “The Regulations on volunteer return of refugees and IDPs as a
result of the Georgian-Ossetian conflict to the places of their former
permanent residence”. 3. Ad hoc committee of the JCC considers it
appropriate to propose to the cochairmen of the JCC to appeal to the UNHCR with
a request to consider the work on solution of the problems of refugees and IDPs
as a result of the Georgian-Ossetian conflict as a priority and to speed up the
procedure of assignment of the head of UNHCR mission to Georgia and to send own
plenipotentiary representatives for participation in the work and realization
of interstate program on return, settlement, and integration and
re-integration of refugees and IDPs, as a result of the Georgian-Ossetian
conflict (below, in the text is a program).
II. It was decided:
1.
Based on the Agreement between the Government of Georgia and the Government of
the Russian Federation “On Cooperation in Restoration of Economy in the Georgian-Ossetian
Conflict Zone and Return of Refugees” to submit for the discussion of the JCC
the working draft program, including measures on restoring economy in the
districts, where are returning refugees, IDPs and others, as a result of the
Georgian-Ossetian conflict.
2.
The Georgian side shall define the categories of citizens that are in the
notion “others”.
3.
The Georgian, the North-Ossetian and the South-Ossetian sides shall submit
proposals on drafts of specific measures on volunteer return of refugees, IDPs
and others, as a result of the Georgian-Ossetian conflict and restoring of
economy and respective infrastructure in the districts of return.
4. The sides appeal to the leadership of the UNHCR
with a request to provide for the ad hoc committee of the JCC material and
technical assistance in its activities.
III.
It was decided:
The next meeting of the ad hoc committee shall take place
in the second half of May, 2001. The date and place will be specified in
working mode on agreement of the sides.
To take note of the appeal of the North Ossetian and
the South Ossetian sides to the UNHCR to include in its mandate not only the
refugees but also the IDPs, which on volunteer basis select the new place of
residence, in accordance with article No 10 of the Regulations.
