THE AD HOC COMMITTEE OF THE JCC ON THE FACILITATION OF THE VOLUNTEER RETURN OF
REFUGEES AND IDPS AS A RESULT OF THE GEORGIAN-OSSETIAN CONFLICT TO THE PLACES
OF THEIR FORMER SETTLEMENT

Minister of Georgia on Refugees’ Issues and Settlement.
Agenda of the meeting:
Information of the sides on the conducted work.
On the draft of the Program of returning,
arrangement and integration-reintegration of the refugees and IDPS.
On the place and date of the next meeting.
I.
The floor was taken by:
Gambashidze,
Chochiev, Kulumbekov, Menemenjioglu, Emelyanenko.
(On the first issue) it was decided:
1.
To take note of the conducted work.
2.
To underline that the insufficient work on avoiding factors, impeding process
of return is adversely influencing efforts of the JCC on return of refugees and
IDPs in compliance with “the Regulations on volunteer return of Refugees and
IDPs as a result of the Georgian-Ossetian conflict to the places of their
former permanent residence.”
3.
Ad hoc committee of the JCC supports the proposal of the South-Ossetian side on
introduction to the draft decision of the JCC of the appeal to the UNHCR with
the request to involve the work of the mobile group of the UNHCR in the city of
Tskhinvali (in the zone of Georgian-Ossetian conflict) till the final solution
of the issue on return of refugees and IDPs.
II.
The floor was taken by:
Emelyanenko,
Menemenjioglu, Gambashidze, Chochiev, Baltov, Kulumbekov.
It was decided:
1.
To take note of the drafts of the Program on return, facilitation, integration
and reintegration of refugees, submitted by the Russian and South-Ossetian sides.
2.
To assign to the Georgian and Northern-Ossetian sides to submit till the 10-th
of August of the year the drafts of the Program to the Russian side.
3.
To assign to the Russian side, taking
note of the results of the discussion of the daft and proposals of the sides to
improve it with the participation of the UNHCR, other international
organizations till 1st of September and to send it to the Georgian,
North-Ossetian and South-Ossetian sides.
4.
To discuss the draft Program at the next meeting of the Ad hoc committee of the
JCC.
III.

next meeting of Ad hoc Committee of JCC shall take place in September of the current
year in city of
