PROTOCOL # 50 THE CO-CHAIRMEN MEETING OF THE JOINT CONTROL COMMISSION (JCC) ON GEORGIAN-OSSETIAN CONFLICT RESOLUTION

1. On situation in the zone of the Georgian-Ossetian conflict;

The meeting participants expressed their concern about the recent situation in the zone of the Georgian-Ossetian conflict.

The JCC Co-chairmen meeting was attended by Ministers of Internal Affairs of the sides in conflict and representatives of the Ministries of Internal Affairs of the Russian Federation and North Ossetia-Alania (M. Mindzaev, I. Merabishvili, A. Rostovtsev, S. Sikoev).

Note was taken of the report of JPKF Commander Major-General M.M. Kulakhmetov about the current situation in the zone of the Georgian-Ossetian conflict. It was noted that the situation in and around the conflict zone remained tense and required immediate measures to be taken.

JCC Co-chairmen called the attending heads of law-enforcement agencies of the Parties in conflict to take measures for removing posts in villages Prisi and Avnevi, which would provide a basis for de-escalation of tension.

The meeting participants noted existing facts of illegal detention of the civil population, also of conducting non-agreed, single-sided operations which resulted in aggravation of the situation in the conflict zone.

1.1. The meeting participants took note of the statements of the Ministers of Internal Affairs of the sides in conflict about their full responsibility for maintaining law and order in their responsibility areas in the conflict zone.

1.2. An agreement was achieved between the Ministers of Internal Affairs of the sides in conflict to jointly with JCC Working Group take efforts for re-activation of the Special Coordination Center (SCC) in the frames of the respective Regulation.  

The Ministers of Internal Affairs of the conflicting sides agreed as follows:

- the JCC Working group together with representatives of the Ministers of Internal Affairs of the sides shall within a week finalize and submit to the sides for signing a draft Protocol for interaction of law-enforcement agencies of the sides.

- within a day deployed posts in villages Prisi and Avnevi shall be removed, and a Road Police Post in v. Avnevi shall be moved to its previous location;

- meetings on issues of integration shall be introduced into practice between heads, services and units of the sides’ agencies of internal affairs. Meetings of Ministers of Internal Affairs shall be held monthly.

2. Miscellaneous

2.1. JCC Working Group for elaborating an agreed Program of peaceful settlement of the Georgian-Ossetian conflict shall develop and submit for JCC approval a draft Regulation of its activities  before 5 July 2006.

2.2. The meeting participants underlined the high importance of the Donor Conference of 14 June 2006 (Brussels, Belgium) for the Economic Rehabilitation Program in the conflict zone, and expressed their readiness to assist in its implementation.

2.3.  It was decided to hold the next regular JCC meeting in Tbilisi on June 12-13 2006.
