APPEAL OF THE GEORGIAN PARLIAMENT TO UNITED NATIONS SECRETARY GENERAL MR. BUTROS GALI,  TO RUSSIAN PRESIDENT MR. BORIS YELTSIN, TO THE SUPREME SOVIET OF THE RUSSIAN FEDERATION

The Parliament of Georgia is appealing to you concerning the repeated violations of the ceasefire agreement by the Abkhazian side. It has happened repeatedly in the latest days, and Sukhumi was barbarically shelled on June 24. There are life losses and material damage.

Under the Russian-Georgian agreement of May 14 1993 (similar to that of September 3 1992), the Russian side is responsible for implementing obligations set out in the documents.

The Georgian side is doing everything to observe every item of the May 14 agreement, for both military and political settlement of the problem. Nevertheless, the Georgian side’s persistent attempts to settle the conflict peacefully have been repeatedly wrecked by Abkhaz separatists.

In compliance with the aforementioned documents, the Russian side is responsible for adequately responding to the above situation, for persistently implementing this responsibility in order to prevent unexpected disastrous outbreak of events. Yet irresponsible statements of some reactionary Russian officials cause particular concerns in the existing situation. Their demands of unprecedented interference into the internal state structure of Georgia, and other similar actions target at encouraging separatists and wrecking of the talks between Georgia and Russia.

The Parliament of Georgia requests you to urgently take all necessary actions to make Russia fulfill its international legal obligations of protecting inviolable territorial integrity of Georgia as a sovereign state, and the internationally recognized principles of non-interference in internal affairs.
