ORDER OF THE GOVERNMENT OF THE RUSSIAN FEDERATION
For the purpose of delivery of humanitarian
assistance to the population of the town of Tkvarcheli,
which suffered as a result of the Georgian-Abkhazian conflict
and of evacuation from the town to the territory of the Russian Federation of the Russian
children and women:
1. Ministry of Foreign Affairs of Russia shall agree with the Georgian side the
issue of flights of the Russian helicopters over the territory
of Georgia for delivery of the
humanitarian assistance of the Russian Federation
and of the UN and evacuation of refugees from the town of Tkvarcheli. To provide
information to the Georgian side that the cargo of the humanitarian assistance
from the Russian Federation
and the UNO can be accompanied by the Representatives of the UNO and of Georgia.
2. Ministry of Defense and Ministry of Transport of Russia (Department of Air Transport) shall
assign the necessary number of helicopters with identification signs of the Red
Cross for transportation of the humanitarian assistance of the Russian Federation and the UNO from town of Sochi to town Tkvarcheli and evacuation of refugees from
the town of Tkvarcheli to town Sochi.
3. To permit to RosKomReserve allocation from the
state reserves to the State Committee on Emergency Situations of Russia (for
transfer to Ministry of Defense and Ministry of Transport of Russia) 1500
tons of aviation fuel to provide for delivery of cargo of humanitarian
assistance and transportation of the refugees.
4. The State Committee on Emergency Situations of
Russia shall provide for coordination of works on delivery of cargos of
humanitarian assistance and evacuation of refugees.
5. The State Committee on Emergency Situations of
Russia, jointly with the administration of the Krasnodar district should open
centers (camps) for reception and temporary settlement of refugees, 5 000 in
number.
FMS of Russia, along with administration of the Krasnodar district, shall provide for reception,
registration and temporary settlement of the refugees and shall facilitate
their future settlement on the territory of the Russian Federation.
6. Expenses, related with formation and
transportation of the humanitarian assistance and transportation of the
refugees, should be assigned to the account of the Reserve Fund of Government
of the Russian Federation.
Expenses, related with subsistence of refugees in
the centers of reception and temporary settlement and their transportation
shall be carried out by FMS of Russia in the frame of allocations, assigned from
the republican budget of the Russian
Federation for providing assistance to the
refugees.
