DECISION OF THE SESSION OF THE COUNCIL OF PEOPLE’S DEPUTIES OF THE SOUTH OSSETIA On Chairman of the executive committee of the Council of People’s Deputies of the South Ossetia, comrade Kulumbegov T. G.

On January 29 of 1991 from the territory of the military unit of the Ministry of Interior of the USSR, the commandant of the city of Tskhinvali and Java district, Major-General of Militia Kvantaliani G. Sh. kidnapped the chairman of the executive committee of Council of People’s Deputies of the South Ossetia, Kulumbegov T. G. This act is a rude violation of Human Rights, integrity of a deputy and is assessed as a challenge to people, who have elected him and is an extra proof of insecurity of the national minorities from the side of the Supreme Council and of the Government of the Republic of Georgia.

Based on the above-mentioned, the session of the Council of People’s Deputies of the South Ossetia, decides:

- To appeal to the Supreme Council of the USSR:

1.  To provide a political and a legal assessment regarding the act of kidnapping of the chairman of the executive committee of Council of People’s Deputies of the South Ossetia, comrade Kulumbegov T. G.

2.   To assign to the Prosecutor’s Office of the USSR to take necessary measures on immediate release of T. G. Kulumbegov and to institute criminal proceedings against the organizers and initiators of this anti-constitutional act.
