DECISION OF THE THIRD SESSION OF THE FIRST LEGISLATURE
OF THE COUNCIL OF THE PEOPLE’S DEPUTIES OF THE SOUTH OSSETIA On unlawful actions regarding comrade
Kulumbekov T.G.
The third session of the first
legislature of the Council of the People’s Deputies of the South Ossetia takes
note that on January 29, 1991, approximately at 16.00 the Commandant of the
zone of the state of emergency of the city of Tskhinvali, General-Major of Militia,
Kvantaliani G., having abused the confidence, kidnapped the Chairman of the
South Ossetian District Executive Committee, Kulumbekov T.G. from the territory
of Tskhinvali tourist base “Ossetia”, where have been dislocated units of the
internal Troops of the Ministry of Interior of the USSR and where were
conducted negotiations on stabilization of situation in the South Ossetia. His
destiny is still a question.
The indicated unprecedented unlawful
action made tenser already explosive situation in the city of

regarding actions of the Commandant of the zone of the state of emergency of
the city of
To express distrust to the
Commandant Kvantaliani G. I., and to consider inadmissible his holding the
position.
2. To appeal to the Prosecutor
General of the USSR Trubin N.S. to review the issue of illegal detention of
comrade Kulumbekov Torez Georgievich and to adopted measures, stipulated by
law.
3. To demand from the leadership of
the Supreme Council of the Republic of Georgia (Gamsakhurdia) immediate release
of comrade Kulumbekov Torez Georgievich and restoration of his civil rights, honor
and dignity.
