view of this circumstance, in July 2004 the Government of the Republic of Abkhazia
signed an agreement with Russian Railways JSC for rehabilitation of the rail
track, man-made structures, power supply facilities, signaling, interlocking and
blocking systems, communication network, traffic control system on the section
from station Veseloe to station Sukhum inclusive, to provide for through traffic
on the Sukhim-Adler railway.
The whole
package of the works was performed with funds provided by the Russian side. As
a compensation for the works performed by Russian Railways JSC as stipulated by
the agreement of the Republic of Abkhazia, it was decided to transfer
recreation facility (rest home) ‘Shitzkuara’ to Russian Railways JSC for
ownership, drawing up all associated legal documents.
The
People’s Assembly notes that rehabilitation of the railway from station Veseloe
to station Sukhim has allowed restoration of the passenger and freight train
traffic on this section, and expresses its gratitude to the leadership of
Russian Railways JSC.
In
the same time, pursuant to earlier achieved agreements, the issue has been
raised about rehabilitation of the through train traffic on the Veseloe-Ingiri
route, and about establishment of an international consortium for practical
implementation of the required works. A draft agreement on establishing the
Caucasus Railways Consortium JSC and its draft Regulation have been provided to
the Abkhazian side for examination.
The
People’s Assembly of the

temporary Parliamentary Commission shall be set up to study a series of issues
arising from the form and content of the draft agreement and Regulation of the
Open Joint-Stock Company ‘Caucasus Railways Consortium’, including the
following members:
