RESOLUTION OF THE SUPREME COUNCIL OF THE RUSSIAN SOVIET FEDERAL SOCIALIST REPUBLIC (RSFSR) On ratification of the Agreement on Creation of the Commonwealth of Independent States

The Supreme Council of the Russian Soviet Federal Socialist Republic, guided by paragraph 15, Article 109 of the Constitution (Fundamental Law) of the RSFSR, resolves:

1. To ratify the Agreement between the Republic of Belarus, the Russian Federation (RSFSR) and the Ukraine on creation, signed in the city of Minsk, December 8, 1991.

2. With a view to create conditions, necessary for implementation of article of the mentioned Agreement, to settle on the territory of the RSFSR, until the adoption of the relevant legislative acts of the RSFSR, application of the norms and the provisions of the USSR, which do not contradict with the Constitution of the RSFSR, legislation of the RSFSR and the present Agreement.

3. The Presidium of the Supreme Council of the RSFSR interactively with the President of the RSFSR and the Government of the RSFSR shall guarantee submission of the draft laws, based on the provisions of the Agreement on creation of the Commonwealth of Independent States, to the Supreme Council of the RSFSR.

The Supreme Council of the RSFSR appeals to all the states – former republics of the Union of SSR, despite their national, religious and other differences, which share the ideas of the Agreement, with a proposal to accede to the Commonwealth of Independent States for mutually beneficial cooperation in the interests of all the peoples.
