DECISION Of
the Joint Control Commission (JCC) for the Georgian-Ossetian Conflict
Settlement On the Process of
Construction and Rehabilitation Works in the Zone of the Georgian-Ossetian
Conflict
The the JCC for the
Georgian-Ossetian Conflict Settlement resolved:
Take into
consideration statements of a member of the Russian Part of the JCC, A. Babenko
about allocating 6,7 billion Rubbles (as of June 9,
1995 3 billion Rubble were transferred) in 1995 for the construction and
rehabilitation activities in the zone of the Georgina-Ossetian conflict, and
the statement of the deputy Prime Minister of Georgia, I. Menagarishvili about
allocating 1.3 trillion coupons (5 billion Rubbles) in 1995 for the same
purposes.
Agree with the
statement about speeding up the use of the funds allocated in 1995 for the
rehabilitation works (August-September, 1995), and together with the financial
organs of both parties find additional sources of financing until the end of
the year.
Recommend the
co-chairmen of joint administrative organ (A. Babenko and O. Kiknadze), within
the period of two months, to make coordinated decisions on the scheme of
financing of the mutual program on the rehabilitation works and establishing a
joint UKS in accordance with the proposals of the workgroup of the JCC.
Support the
proposal of the deputy Prime Minister of Georgia, I. Menagarishvili about
applying by the Government of Georgia to the Government of Russia with the
request to allocate a loan in the amount of 10 billion Rubbles at the beginning
of financing and fulfillment of works by the Georgian side for the purpose of
using the funds in the form additional capital investments for the
rehabilitation of regions in the zone of the Georgian-Ossetian conflict.
