DECISION OF THE JOINT CONTROL COMMISSION (JCC) FOR THE GEORGIAN-OSSETIAN CONFLICT SETTLEMENT On the facts of violation of the management system of the JPKF in the zone of the Georgian-Ossetian conflict and the measures to be taken for providing efficient functioning thereof

The Joint Control Commission (JCC) for the Georgian-Ossetian Conflict Settlement, having heard and discussed the report-information of the Commander of the JPKF in the zone of the Georgian-Ossetian conflict, resolved:

1. Take into account the report-information of the Commander of the JPKF about the facts of violation of the management system in the zone of the Georgian-Ossetian conflict and measures to be taken for providing efficient functioning thereof (Attached).

2. Take into account the statement on the facts of non-sanctioned flights of aircrafts over the territory of the zone under the responsibility of the JPKF (Attached).

3. Assign the co-chairman of the JCC from the Georgian side, together with the workgroup on the issues of activities of the JPKF and with the cooperation of law enforcement entities, to clarify the reasons of the fact of violation of the Agreement concluded on June 24, 1992. Send the respective decision of the JCC for consideration by the leadership of the parties participating in the process of the conflict settlement.

4. The workgroup of the JCC on the issues of activities of the JPKF and mutual cooperation with the law enforcement entities, to generalize the proposals raised at the session of the JCC, and within the period of one month, present the coordinated proposals about improvement of the procedure on main principles of activities of military contingents and groups of military observers assigned to normalize situation in the one of the Georgian-Ossetian conflict.

5. Deem it undesirable to carry out simultaneous changing of the Commander and Head of the Joint Headquarters of the JPKF.

6. The parties should bring staff of their contingents in strict compliance with the organizational-staffing structure approved by the JCC.
