RESOLUTION OF THE PARLIAMENT OF GEORGIA on the Withdrawal of the Military Forces of the Russian Federation from the Republic of Georgia within the Shortest Period of Time

Given the fact that the entry of the Russian military forces in 1921 in the Democratic Republic of Georgia was illegitimate act against the sovereign country, which was followed by the full occupation and factual annexation of Georgia by Russia – with further forcible inclusion of Georgia within the Soviet Union, and as the presence of the military forces of the Soviet Union in Georgia has no other grounds then the continuation of the aforementioned illegal acts, the Parliament of Georgia decrees:

1.  The Military Forces of the Russian Federation shall be withdrawn from the whole territory of Georgia within the shortest period of time; the UNO shall be asked to assign the experts for deciding the disputable issues if the sides fail to agree the minimum term for withdrawal.

2. The armament and equipment at the disposal of the Russian military forces and nationalized under the Resolution of 25 November 1991 of the Supreme Council of the Republic of Georgia shall be handed over the Ministry of Defense of Georgia on the basis of receipt.  The UNO shall be asked to assign the experts for identification of the quotas on the arms and equipment if there is a disagreement with the Russian side on the quota.

The process of transfer to the Republic of Georgia the existing bases and arms of the Russian Federation shall be ended at the first quarter of 1994.  If the Governments of the Republic of Georgia and of the Russian Federation reach the agreement on the relevant time-table for withdrawal of the military forces of the Russian Federation from Georgia, the term shall be extended, but no later then in 1995.

3.  The Ministry of Foreign Affairs of the Republic of Georgia shall submit the relevant proposal to the Government of the Russian Federation on the new prospective of relations with Russia.
