APPEAL TO THE PARLIAMENT AND THE GOVERNMENT OF GEORGIA, TO THE PEOPLE’S DEPUTIES OF SOUTH OSSETIA

The Supreme Council of the RSFSR - expressing its concern regarding preservation of deep historical ties, mutual support of Russian and Georgian nations – is deeply concerned with the situation established in South Ossetia.

Respecting the sovereignty of each nation, we have no right to make any recommendations to others on how to build their nationhood.  We just call for endurance, common sense and wisdom while trying the find solution for the difficult situation.  The sovereignty of one nation may not be used against national dignity and rights of other nationalities.

Whatever configuration the inter-ethnic problems might have, we believe that they will be solved if the interested sides hear each-other, if the measures that bring the grief, tears and human victims are not allowed for solving the disputes.

The Supreme Council of the RSFSR believes that the application of forces that have caused the casualties in South Ossetia may take the irreversible character.  In addition, the situation in South Ossetia is a factor, which considerably complicates the situation in the North Caucasus.

Distinguished elected representatives of the people of South Ossetia!

We call on you to make all possible steps and put an end to the fratricidal war.  We call upon you to show observance, mutual benevolence, and start negotiations to find the solution to the ethnic problems.

The Supreme Council of the RSFSR.
