Georgia decrees:
1. Due
to the intentional procrastination by the

on the repeated resolutions issued by the Parliament of Georgia, the executive authorities

to absolute negligence on the part of the CIS of the repeated facts of military
aggression of the Russian Federation against sovereign Georgia, to consider
unacceptable further membership of Georgia in the CIS and calls on the
President of Georgia to start all necessary procedures for denunciation of the
Treaty on Georgia's membership in the CIS.
4. The
executive authority of Georgia shall elaborate, at the earliest possible date,
an action-plan of urgent and additional measures aimed at strengthening of
defensive capacity and security of the country; for the financial support of
this plan the President of Georgia shall submit to the Parliament amendments to
the law "on State Budget of 2002" and in the process of elaboration
of the state budget of 2003 give due consideration to the need of increase and
prioritization of financing of the military forces of Georgia.
