PROTOCOL on resumption of the railway movement along
the segment Veseloe-North
For the prompt resumption of the railway traffic along the segment Veseloe—North Caucasus – 2188 km, post 10 and establishment of the conditions for normal material-technical supply of the Russian peacekeepers, and also for delivery of goods to Georgia and Armenia, the sides agreed on the following:
1. The Russian side shall secure, together with the Abkhaz Side, the management and exploitation of all the objects of the railway transport along the said segment.
The leading managing organization shall be the Ministry of Communication Ways of the Russian Federation represented by the leaders of the North-Caucasus Railway.
2. The Russian side, holding the prior negotiations with the stakeholders on the issues of financing, shall implement the reconstruction works along the said segment.
3. The Russian side, together with the relevant structures of the Abkhaz side, shall implement demining works, also the works related to the safety of reconstruction and the train movements.
4. The measures implied under para 1-3 of the present protocol shall be developed by the working groups, which will hold their first meeting before 1 November 1995.
