The Provisional Mechanism for the Prevention and Settlement of Disputes – TECHNICAL ARRANGEMENTS BETWEEN THE MINISTRY OF INTERNAL AFFAIRS OF GEORGIA AND THE HEAD OF MISSION OF THE EUROPEAN UNION MONITORING MISSION OF OCTOBER 10, 2008 (HEREAFTER: THE MECHANISM) IS HEREBY SUPPLEMENTED BY THE FOLLOWING RIDER:

The application of the Mechanism, in particular of its parts “Mechanism at the Operational Level” and “Incident Reporting”, which has applied to-date to

- The Zone Adjacent to South Ossetia, Georgia (hereafter referred to as “the areas”)

- The Zone Adjacent to Abkhazia, Georgia (hereafter referred to as “the areas”) as understood in the Memorandum,

comprises the following areas:

- The Neighbouring districts to South Ossetia, Georgia: The Tbilisi administrated Georgian districts bordering South Ossetia, namely: KAZBEGI, DUSHETI, MTSKHETA, KASPI, GORI, KARELI, KHASHURI, SACHKHERE, ONI;

- The Neighbouring districts to Abkhazia, Georgia: The Tbilisi administrated Georgian districts bordering Abkhazia, namely: MESTIA, TSALENJIKHA, ZUGDIDI.

In particular, EUMM now has the right to conduct unannounced inspections of all

Georgian police facilities in the areas as well as in the Neighbouring districts to South Ossetia and Abkhazia.

Outside the areas and the Neighbouring districts, EUMM staff will be allowed to enter all Georgian police facilities with 24 hours prior notice.

The Ministry of Internal Affairs will make available to EUMM a complete list of its police units deployed/operating within the Neighbouring Districts both to South Ossetia and Abkhazia. MIA agrees to indicate the exact locations on a map and mark their relevant divisions.

This rider constitutes an integral part of The Provisional Mechanism for the Prevention and Settlement of Disputes – Technical Arrangements between the Ministry of Internal Affairs of Georgia and the Head of Mission of the European Union Monitoring Mission of October 10, 2008 and shall be interpreted and applied in the context of the overall Mechanism.
