The agreements reached in the course of
multiple meetings of the heads of the republics, regions and oblasts of the North Caucasus, as well as the Moscow Agreement of 3
September 1992 fail to be fulfilled.
The situation in the North
Caucasus is still subjected to the destabilization. There are many casualties and the number of
refugees from the conflict zone constantly increases. But the most alarming is the fact that the
State Council of Georgia is still violating the sovereignty of Abkhazia and
tries to corrupt its parliament, which is lawfully elected. Article 10 of the Final Document on
Resumption of Normal Activities of the Legitimate Authorities of Abkhazia of 15
September 1992 is violated.
The Supreme Council of the Republic of Abkhazia
makes another appeal to you with the request of taking the effective steps
towards unconditional implementation of all articles of the Final Document of
the Moscow Meeting by the parties, especially – by the Georgian party, whose
actions so far fail to encourage peace and stability in the Region.
The continued Georgian-Abkhaz developments call
on the leaders of the Russian Federation, Georgia, Abkhazia, also the Republics,
Regions and Oblasts of the North Caucasus to hold the meeting and agree the
actions for preventing the involvement of the North Caucasus nations in the
conflict.
We offer to all stakeholders to set up the time
and venue of the meeting.
