contradiction with the Constitution of Georgia and laws;

word para 2 of Article 146 as follows:
“The prefect is accountable before the Supreme
Council of the Republic of Georgia, the President of the Republic of Georgia,
the Government of the Republic of Georgia; and Gemgeoba and Gamgebeli – before
the relevant Sakrebulo and the Prefect”.
