APPEAL OF THE SUPREME COUNCIL OF SOUTH OSSETIA to the Supreme Council of the Russian Federation and to the Congress of the People’s Deputies of the Russian Federation

The Supreme Council of the Republic of South Ossetia presents its urgent request to the Supreme Council of the Russian Federation and to the Congress of the People’s Deputies of the Russian Federation regarding consideration of the issue of self-identification of the people of South Ossetia, as it has been demonstrated at the popular referendum of the Republic of South Ossetia on 19 January 1992.

It is inadmissible to neglect the issue of recognition of the political status of the Republic of South Ossetia.

While there is no national-state arrangement concept in the political leadership of Georgia, the conclusion of agreement between the Russian Federation and Georgia may cause the political breakdown of the Ossetian people and imposition of the gendarme regime, which is posing the threat to the existence of people and stability in the region.

The postponement of consideration of the political status of the Republic of South Ossetia may impede the timely negotiations with Georgian leaders on treaty-legal principles of relations between South Ossetia and Georgia and it may encourage Georgian military-political forces to decide the fate of Ossetian people through the new armed aggression.

Given the quality and quantity of destructive arms transferred to Georgia in violation of article 4b of the Resolution of 4 September 1992 of the Supreme Council of the Russian Federation, the new aggression against South Ossetia may entail the explosion of overall Ossetian situation, as the new wave of refugees from South Ossetia will be inevitable.  Moreover, if we take into account the current situation in North Ossetia and in the North Caucasus as a whole, it may have unforeseeable consequences.

Against such background the resolution of the issue of political status of South Ossetia is the major precondition to maintain stability and regulate the legal relations with Georgia, through seeking the compromises. 

The Supreme Council of the Republic of South Ossetia makes an appeal to the Supreme council of the Russian Federation and to the Congress of People’s Deputies of the Russian Federation and asks:

1. To give political and legal assessment to the ongoing developments in Georgia, to the facts of genocide of Abkhaz and Ossetian people, to the violation of their sovereign rights.

2. To recognize the political status of South Ossetia.

3. To declare unlawful determination of borders between South and North Ossetian republics without participation of representatives of the said republics.

4. To secure launching of peace negotiations between Russia, South and North Ossetia and Georgia aimed at elaborating the treaty-legal grounds for mutual relations among them.

5. To take steps for guaranteeing the security measures.
