Statement of the Parliament of Georgia on increasing the frequency of the unlawful actions from the side of the Russian federation on the territory of Georgia 

1. Recent intensification of unlawful actions by the Russian Federation, namely, kidnapping of the Georgian civilians from areas adjacent to the occupied territories and their unlawful detention, intense construction military bases and installations on the occupied territories, construction of barbed wire barriers and walls between the occupied non-occupied territories, deployment of the Russian Federal Security Service troops alongside the Administrative Border Line, illegal operation of railway and air transport links  and communications, forced en masse passportisation and deployment of Russian military vessels in the Abkhazian section of the Georgian territorial waters violates fundamental principles of International Law and the EU-brokered Cease Fire Agreement.

2. With these actions, the Russian Federation attempts to deepen the annexation of the occupied territories, legitimate the internationally recognised ethnic cleansing and military aggression of 2008 as well as intensify propaganda, military and political pressure on Georgia similar to the run up of the 2008 military aggression. The Russian occupational regime seriously threatens Georgian citizens of Abkhaz and Ossetian ethnic origin remaining on the occupied territories, while new escalation of the conflict against the background of constant provocations from Russia threatens security of not only Georgia, but Europe at large.

3. Through organising illegal elections, the Russian Federation is exerting efforts to legitimate results of the ethnic cleansing, which expelled more than 70% of the regions’ pre-war populations.

Based on the above, the Parliament of Georgia appeals to the international community, Parliaments of friendly countries and international institutions to:

a) Strengthen political and diplomatic pressure on the Russian Federation in order to bring the above-mentioned destructive actions to a halt;

b) Continue the firm policy of non-recognition of the occupied Georgian territories;

c) Increase the pressure on the Russian Federation, with the aim of implementation of the EU-brokered Ceasefire Agreement, including granting access to the European Union Monitoring Mission monitors to the occupied territories;

d) Start implementation of measures necessary for the deployment of the international police on the Russian-occupied Georgian territories, in order to create general secure environment and to eradicate the consequences of ethnic cleansing, conducted by Russia;

e) Continue the policy of deeming the so-called "elections” conducted on the Russian-occupied Georgian territory as illegal. 

f) Demand the Russian Federation to cancel the decision on recognition of independence of occupied territories of Georgia.
