DECISION MADE BY THE
SESSION OF THE COUNCIL OF PEOPLE’S DEPUTIES OF ALL LEVELS OF SOUTH
OSSETIA
In order to
implement the Decree of 7 January 1991 issued by the President of the USSR “on certain legal acts adopted in December
1990 in the Georgian SSR”, the session of the Council of People’s Deputies of
all levels of South Ossetia decides:
1. To endorse
and adopt for strict implementation the Decree of the president of the USSR of 7
January 1991.
2. Giving the
fact that Supreme Council and the Government of Georgia categorically refuse to
fulfill the Decree of the President of the USSR, to ask comrade M.S. Gorbachev
for issuing instruction to the central authorities on its immediate
implementation.
3. In order to
prevent further exacerbation of the situation and bloodshed, to ask to the
President of the USSR for
announcing the state of emergency on the whole territory
of South Ossetia and for implementing
it through the troops of the Ministry of Interior of the USSR.
4. To consider
necessary to ask the Prosecutor General of the USSR
to send the investigative group to South Ossetia
for investigation of offenses and evaluation of the damage.
