DECREE ISSUED BY THE COUNCIL OF MINISTERS – THE GOVERNMENT OF THE RUSSIAN FEDERATION

1. In view of violation by the Abkhaz side of Sochi Agreement on cease-fire of 27 July 1993 in reaching of which the Russian Federation acted as a mediator, the following shall be recognized as necessary:

- to refrain from taking decision on appeals of the leadership of Abkhazia ob favorable conditions in trade-economic and financial-credit relations  for this republic unless the Abkhaz side honors its commitments pledged under Sochi Agreement;

- in case of continuation by the Abkhaz side of the breach of obligations under Sochi Agreement the measures determined by the international law should be applied, including cutting off the energy supply to Abkhazia from the territory of Russia.

2. Ministry of Security, Ministry of Defense, Ministry of Interior and the GTC of Russia shall take necessary measures to prevent illegal transfer and trade of arms and combat equipment from the territory of the Russian federation to the armed formations of Abkhazia.

3. Executive authorities of the republics and regions within the Russian Federation and the oblasts of the North-Caucasus regions, the Ministry of Security, the Ministry of Interior and the Ministry of Defense of Russia shall take necessary measures to secure the normal situation in the mentioned region and prevent from extending the conflict over the territory of the Russian federation.
