DECREE OF THE CABINET OF MINISTERS OF THE KABARDINO-BALKARIA REPUBLIC on political support and humanitarian aid to the Republic of Abkhazia

  The citizens, the state authorities and the public-political organizations of the Republic of Kabardino-Balkaria are very much concerned with the tragic events, which have recently developed in the Republic of Abkhazia.

The Cabinet of Ministers of the Republic of Kabardino-Balkaria firmly condemns the entry of Georgian national Guards and regular troops on the territory of Abkhazia, and the violent measures for regulating the critical issues.   The Cabinet of Ministers of the KBR declares about its full support to the legitimate rights of the Abkhaz people to the self-determination and sovereignty. 

The Government of the KBR, expressing its concerns on the public-political situation in Abkhazia, supports the quick peaceful regulation of the conflict.

Guided by the principles of humanity and based on the Appeal of the President and the chairman of the Supreme Council of the Kabardino-Balkaria to the people of the KBR, and having aspiration to help to the brotherly Abkhaz people, the Cabinet of Ministers of the Republic of Kabardino-Balkaria decrees:

1.  To provide comprehensive free assistance to the Abkhaz people:

1.1. The Ministry of Agriculture and Food of the KBR (Kh. Sokhrokhov) and the Ministry of Trade and Material Resources (A. Turkinov) shall provide the Republic of Abkhazia with the necessary food resources and other goods derived from the republican and local funds.

1.2. The Ministry of Health of the KBR (M. Berov) shall deliver to the Republic of Abkhazia the medicines, bandages and other medical supplies as a humanitarian aid, not less than 0.5-0.7 million rubles of value.

The Ministry of Finance of the KBR (Kh. Sheozhev) shall assign to the Ministry of Health the necessary funds for purchasing the said medicines and medical supplies.

1.3. The Ministry of Industry, Transport and Communication of the KBR (L. Vodopyanov) and the Ministry of Interior of the KBR (Kh. Shogenov) shall ensure secured and timely delivery of funds and goods to the place of destination – the Republic of Abkhazia.

1.4. The heads of the Ministries and agencies, the heads of administrative districts and cities shall carry out the necessary organizational works for providing the assistance to the brotherly Abkhaz people.

The workers of enterprises, organizations, collective farms, public-political organizations and the population shall be involved in the aforementioned works.

1.5.   In order to fulfill the present Decree and implement the interaction of the executive authorities with the public movements and political parties, and also for the purposes of humanitarian aid the working group of the Cabinet of Ministers shall be set up composed of the following authorities: Nakhushev Z.A. – the head, Sokhrokhov Kh., Turkinov A.T., Ketova Y.M., Emuzova A.G., Zhamanova A.B.

1.6. The Ministry of Finance of the KBR (Kh. Sheozhev) shall open the account at the Bank “Kavkaz - Incombank” for collecting the funds for the assistance to the Abkhaz people.

The first deposit will be 3 million rubles to the account #70001, “Kavkaz-Incombank”, acc. 700161107 RCK Nalchik, MFO #128001 – from the republican fund of social assistance to the population.

1.7. The Ministry of Press and Information shall communicate the requisites of the account for assisting the Abkhaz people to the enterprises, organizations and the population through the media means.

1.8. In this difficult public-political situation the Government of the Republic of Kabardino-Balkaria calls upon the population of the Republic, the executive authorities and the public-political organizations for observing the self-restrain and avoid any complication in inter-ethnic relations and provide all possible assistance to the fraternal Abkhaz people.
