DECISION OF THE PRESIDIUM OF THE SUPREME COUNCIL OF THE ABKHAZ ASSR ON THE PROPOSAL OF THE GROUP OF DEPUTIES OF THE SUPREME COUNCIL OF THE ABKHAZ ASSR on convening the Supreme Council of the Abkhaz ASSR

The Presidium of the Supreme Council of the Abkhaz ASSR notes that the Deputies V. T. Mikanba, Sh. M. Shakaia, V. A. Ashkhvatsava, V. D. Avidzba, Sh. N. Lakoba, M. M. Arghun, K. K. Ozgan, K. N. Dumava, A. Kh. Argun, Sh. M. Adzhindzhal, L. D. Bgangba, T. I. Kogonia, P. Kh. Bartsits, N. N. Ashuba, E. T. Arshba, B. V. Adleiba and M. T. Lasuria have addressed to the Presidium of the Supreme Council of the Abkhaz ASSR with the request to convene the Supreme Council of the Abkhaz ASSR on 29 June 1990. At the session it is supposed to consider the following issues: on legal guarantees for protection of Abkhazia’s statehood; on the attitude to the draft-law on the grounds of economic independence of Georgia; on the appeal to the Supreme Councils of the USSR, the RSFSR and Georgian SSR; miscellaneous.

These proposals where submitted in written on 22 August and voiced by the group of Deputies on 25 August at the meeting. At the same time the recommendation was adopted for the leaders of Party and Soviet authorities to refrain from preparing and holding the session before XXYIII Congress of the CPSU and another proposal was offered – to convene the Supreme Council of the Abkhaz ASSR after XXYIII Congress of the CPSU, around 15 July 1990.

The Presidium of the Supreme Council of the Abkhaz ASSR decrees:

1. To accept the proposal of the Deputies of the Supreme Council of the Abkhaz ASSR on convening the Supreme Council of the Abkhaz ASSR on 25 July 1990.

The special Ordinance detailing the convening of the Supreme Council shall be adopted and announced by printing media, radio and TV.

To include the issues proposed by the group of Deputies in the Agenda of the 10^th session.

2. While realizing the initiative, the group of Deputies shall observe the collective, free and transparent spirit of work on the issue, respecting the public opinion; to specify the proposed issues and enter the final proposal in the Agenda before 15 July 1990 for the further consideration at the session of the Presidium and the Council of Elders of the Supreme Council of the Abkhaz ASSR in compliance with articles 7 and 22 of the Regulations of the Supreme Council of the Abkhaz ASSR.
